This report supports the SET Plan Hydrogen Implementation Working Group by analysing hydrogen-related activities across EU Member States and associated countries. It describes the working procedure and explains the data sources and methods used, combining desk research with AI-based analysis (NotebookLM) of National Energy and Climate Plans (NECPs) and hydrogen strategies. This approach provides a comprehensive assessment of national efforts and will inform future recommendations and stakeholder dialogue in the next deliverable.
