This report highlights the necessity to strengthen the role of P2X technologies and hydrogen as a system-wide facilitator to support a cost-effective transition to a climate-neutral energy system, using a structured value-chain approach aligned with the SET Plan. It examines hydrogen’s roles across end-use, intermediate, and industrial markets, emphasising hydrogen derivatives such as biofuels and e-fuels for sustainable mobility, as well as decarbonisation of chemicals, materials, heavy industry, and hard-to-electrify transport sectors. The report also emphasises the importance of establishing an EU-wide competitive framework for renewable and low-carbon hydrogen, developing sustainable carbon supply chains, and scaling up P2X value chains at Member State level.
